With so many websites hosting free photo uploads, you could also create a page dedicated to your photos which is exclusively private for your use only. Will save you cost of printing.
Also, there are beautiful hardcover albums that can be printed for a reasonable cost. You can arrange your photos the way you like on themed background, have it printed and gift it to your special someone.

You could use Picasa software to create a collage and either email it to him or have it printed and mail it to him!

I like making photo books up. Companies like SnapFish have great online editing software that you can upload to, create your album and then have it sent to you. You'd just have to give enough time for it to be mailed, I'd say 2 weeks before Valentine's Day would be enough.
