Personally I think the accidents are being caused by bad drivers, regardless of sexual orientation, gender orientation, or even criminal urges or addictions.
If the Russian authorities were serious about wanting to improve conditions on the roads, they should ban bad drivers from driving, not those with any kind of imagined disorder....
