I'd start installing micro cameras and remind workers of their terms of contract, and highlight ways employees steal time and engage in unprofessional conduct, etc. Finally, I'd indicate that the business isn't a brothel and such services are illegal.
Yes Vee but that might be the root of the problem….people having meetings during work time without posting an agenda (that's if the condoms were used). If the condoms were unused then people were obviously intending to meet, and just ensuring that all OH & S requirements were being met.
Either way, if I were the boss, I would be a little annoyed that people were doing the wild thing on my time.

So do you mean a male staffer & female staffer being 'together' before or after work? Are they elsewhere in the building, & used condom flushed down 'loo in male washroom?
Thought it'd be 'easier' for female to place it inside sanitary bin in her washroom.

Unless they're caught 'in flagrante delicto' by another staff member, during business hours', like a pair at one of my workplaces, on the bonnet of a car downstairs in the staff car park, it's none of your business, UNLESS in their work contracts, it talks about 'behaviour on Company Property'.
